Participating in two separate bids
Can a person (not the leader of the tender) be part of two separate bid consortia?

Procurement procedures are launched in the context of a free market economy. Therefore a direct participation (consortium) or an indirect participation (subcontracting) of one and the same economic operator in more than one tender for the same procurement procedure is acceptable as long as there is no conflict of interests or no distortion of fair competition. If such conflict of interest or breach of competition rules exist, it could lead to rejection of the whole tender.
