Candidate would like to know the nature of requests stemming from the various Sub-lists. Will the requests include software development, or will the requests be limited to information gathering from various open sources.

The overall scope of the services to be purchased under each CEI list is defined in Annex A - Description of the sub-lists. The scope of a specific request will be clarified when launching Phase II. Europol has not specifically excluded the possibility of software development. Please note however that until today Europol has not launched any procedure under the CEI list, so no specific example of the scope can be provided.
