Section 19.1. refers to relevant experience gained through the provision of similar services to three different clients in the public or private sector. Our understanding is that references may may be provided by three or more customers. Please confirm our understanding. In case you disagree, please provide justification as we strongly consider fixing references to exactly three customers is disproportionate and limitary without any reasonable justification but to provide advantage to certain companies

This understanding is not correct. The tenderers shall submit exactly 3 reference clients, all of which shall meet the requirements as set out in section 19.1 (Technical and professional capacity) of the Technical Specifications.
