Par. 1.3 of the General Guidance on Europol Procurement Procedures seems to stipulate that the fact of submitting a request to participate already implies that the tenderer accepts all terms and conditions as stipulated in the procurement documents and also accepts the draft contract. If this is correct, please inform us and give us in this Step I: - more time to assess the terms and conditions of the procurement documents of Step II and the draft contract, and - another provision to ask questions about these documents.

Yes, this is correct. Please note that the draft contract was published (under Step II ) together with all procurement documents .Unfortunately, Europol cannot postpone the deadline for the Request to Participate.
