Economic and Financial Capacity
For Criterion 2 of the Economic and Financial capacity - in a joint tender scenario (Criterion 1 being met) where one member of the joint tender is compliant for Liquidity only, while another member of the joint team is compliant for Solvency only, would the joint tender as a whole be considered as having sufficient economic and financial capacity?

The tender specifications state on page 35 that: "A tenderer subject to the evaluation of its economic and financial capacity will be considered to have an insufficient economic and financial capacity when none of the criteria described above are met." The economic and financial capacity will be evaluated during the public procurement procedure after submission of an offer.
