Page 60 of ToR states that "The quoted price must be a fixed amount which includes all charges (including travel and subsistence). Travel and subsistence expenses are not refundable separately." Can you clarify the meaning of subsistence expenses? Should it be covered in addition to travel and accommodation expenses for participants? If yes, for which events and for how many participants?

All possible expenses foreseen for the organisation of events, workshops and meetings must be integrated in the offer. No travel or subsistence expenses will be refundable separately.
