The Tender Specifications do not mention the requirement of enclosing a cover letter to our proposal. We understand that the Tender Submission Form may be considered as the cover letter, as it formally states the tenderer, the proposed subcontractors, and the acceptance of conditions. Therefore, it is not necessary to enclose a cover letter to our tender. Please confirm our understanding is correct.

Your understanding is correct. It is sufficient that the tender submission form is dated and signed by the tenderer or his duly authorised representative.
