Clarification about a joint offer and criteria
In the part 2.4 A of the Call, it is specified: "Tenderers must declare that they fulfil the economic and financial criteria ..... by the leading partner." Does it mean that the overall annual turnover of at least 1.750.000 € in each of the last 3 closed financial years (2015, 2016 and 2017) must be guaranteed by the leader (and not by the group)?

The overall annual turnover of at least 1.750.000 € in each of the last 3 closed financial years (2015, 2016 and 2017) can be guaranteed by the whole group presenting a joint offer, if the capacity of the leading company/ organisation alone does not satisfy the minimum requirements indicated in the tender specifications
