The description of Task 1 indicates that the contractor is expected to provide a description of “historical developments and investment approaches followed”. Could you please clarify what you mean by “investment approaches”? Does it relate only to historical data or also ongoing and future investments?

The bullet point “The historical developments and investment approaches followed” will explore the questions of how and why district heating networks were developed; how and by which actors the necessary investments and financing were secured; whether there were changes in the financing/investment approach over time and what is the current approach. For those countries, where district heating and cooling have no tradition, the focus will be on the present situation.
