Who is responsible for the deadlines, overlapping tasks, priorities, if there is no central direction/supervision of the team? Or is there such person? Or, are we supposed to put such person in place, on-site?

Please refer to Question69. EIB staff will brief directly the Graphic designer team leader. For off-site services, the service provider has to describe the organisation they will implement.
