If the contractor for each lot is responsible for proposing the selection process of the members of the first module for the second module, does this mean that the participants of the second module will be selected according to different criteria depending on the country they come from?

Yes but the contractor must take into account the general criteria of "balance in terms of gender as well as type of media (print, TV, radio, web). The selection shall be undertaken without any prejudice and respecting basic principles of social inclusion. No discrimination shall be done in relation to the political, physical, cultural or social sphere of the applicants" as specified in the Annex I - Technical specifications.
