Annex IX -financial proposal
Question
“the travel and accommodation expenses for the participants will be reimbursed (…) within the maximum value of the contract”. From this, do we have to understand that if, for example, we present an offer for Lot 1 – Belgium of 400.000€ (the maximum value for this lot is 410.000€) and the participants’ expenses are 15.000€, we would only be reimbursed 10.000€? If yes, to calculate the total budget including participants’ expenses so as not to exceed the maximum value per lot, shall we make an estimate of the participants’ expenses as per diem or only consider travel and accommodation?

The financial offer is a fee per edition including the services described in Annex I - Technical Specifications (see section 4 on page 8 and Annex IX). The maximum value of the contract must cover the fee and the travel and accommodation expenses for up to 2 editions per year during 4 years. The travel and accommodation expenses of the participants will be reimbursed according to the rules set up in section 5 of Annex I - Technical specifications.
