Clarification on 'Tenderers are required to identify all subcontractors'
The tender specifications (p. 5) state the following: “Tenderers are required to identify all subcontractors”. We understand that the cover letter must indicate the subcontractor(s) and the proportion of the contract to be subcontracted. In addition, the details about subcontractors will be added to the Annex 2 (questionnaire for joint bids and subcontracting). We understand as well that if we rely on subcontractors to meet the required level under selection criteria, the subcontractors concerned must provide the relevant supporting documents to that effect. However, can you clarify if we need to include a “Legal Entity Form” (with supporting documents) for each subcontractor, or only one for the tenderer (in case of a single tenderer with subcontractors) ?

It is not necessary for subcontractors to provide a Legal Entity form at this stage. If the contract is to be awarded to you then we may ask for additional documentation before signing the contract. However they (subcontractors) do need to provide a letter of intent stating their willingness to provide the service foreseen in the offer.The declaration of honour is also required for all subcontractors.
