Technical capacity
The tender specifications document (Annex I) in section 8 "Mandatory requirements" reads that all listed consultants should have a thorough knowledge in working with XML, XML schemas, JSON and XHTML. We understand that it is not necessary that each consultant has through knowledge of the FOUR technologies, provided that the team as a whole covers the four. Please confirm our understanding is correct.

Your understanding is correct: each consultant should, as a minimum, have a thorough knowledge within at least one of the four mentioned technologies (XML, XML Schemas, JSON, and XHTML).
