When submitting an all-inclusive price, the price could encompass aspects not expected by the EP and the same price can also miss certain key aspects. This is extremely dangerous for the EP (to buy a pig in a poke) and the potential contractors. To ensure a professional deliverable, tenderers should be entitled to present a cost breakdown structure. This way, the EP could judge the quality of the proposals. Question: in our offer, where could we present the budget detail?

Tenderers are expected to submit an economic offer that includes all the services described in Annex I - Technical Specifications. The details on the basis of which the quality of the offer will be assessed must be included in the technical offer.
