Subject
Bidder's Management Plan Description (1.1.4 of the Tender Specification)
Question
The specifications require the presentation of a management plan, should that be a complete and self- standing document, or only a description of the management procedure that will be adopted during the project implementation? If a complete and self- standing document is required, could it be added as an annex?

In the Tender Specifications, Section 1.1.4 it is listed what shall be included in the Management Plan. It could be a self-standing document (annex) or a section inserted in the technical offer. The management plan shall however clearly describe the approach/methodology chosen to achieve the stated goals and to implement the project. A possible study logic is proposed with the Tender Specifications, however the tenderer can modify/adapt this proposal in order to recommend a more effective approach for the implementation of the study.
