Can or should the tenderer list more than minimum requirements of the reference projects (three large-scale projects) and how are they evaluated?

Criterion T1 is one of the selection criteria to assess whether the tenderer has the legal, regulatory, economic, financial, technical and professional capacity to perform the contract. Tenderers must comply with the selection criteria in order to prove that they have the necessary technical and professional capacity to perform the contract. Tenders submitted by tenderers not meeting the minimum levels of capacity will be rejected. Tenders will be evaluated against the award criteria set out in Section 3.4 of the Tender Specifications, with a view to choosing the most economically advantageous offer.
