Could you provide a percentage of the total maximum available budget to be spent by the EC in Year 1?

The maximum budget is not defined per year, but for the entire duration of the contract (4 years), as clearly stated in point 3 of Annex I (Tender specifications) to the Invitation to tender. The tenderer should keep in mind that framework contracts impose no obligation on the contracting authority to purchase.
