Does the usual provision of 50% applies to this tender or can we consider that offers above the maximum budget for respective lots will be automatically disqualified. It is indeed arduous to provide an all inclusive budget for an event 3 years from now without even knowing the location of the event.

The published Tender Specifications do not foresee any "usual provision of 50%". Offers above the maximum budget for respective lots will not be automatically disqualified. Tenders exceeding the total value per lot will be evaluated using best quality-price ratio.
