In Annex3 - 30 EC asked not to have information loaded in the cylinders, we see a contradiction here. Could a solution with anly information on the badge be acceptable?

Les accès seront programmés sur les badges (data on card). Les serrures qui seront livrées ne devront pas avoir aucune pré-configuration d'usine.
