Letter of submission of tender
It is unclear to me if, as part of a consortium, there needs to be multiple letter of submissions or if there should only be one, completed by the lead and where indicated by each member of the consortium.

Only one letter of submission should include in the offer. The letter has to be filled in and signed by the lead partner and must contain all details of the consortium members and identified sub-contractors (if any).
