Question details
Model Framework
And: 1. what is the status of these models? Have these models been built already or is this expected from the vendor? 2. is there an internal system architect or do you expect the vendor to recommend strategies, system model design and selection?
01/04/2016
With regard to the status of the models, as indicated in the Technical Specifications of the tender and in the Proposed methodological framework to assess the social and economic impact of ICT-enabled social innovation initiatives promoting social investment in the EU - i-FRAME V1.5 2016 (D2.2) available for consultation at http://is.jrc.ec.europa.eu/pages/EAP/eInclusion.IESI.html at present there is no built model yet, rather a proposed methodological approach which requires further testing and validation. This shall include, as indicated in Section 5.3 of the Technical Specifications (Task 3, page 6) the design of the prototype of the i-FRAME computer-based simulation model to be developed as a software application to be integrated into the IT environment of the European Commission's JRC – in collaboration with the JRC-IPTS internal IT Team. The JRC-IPTS IT Team may thus act, following your terminology, as 'internal system architect', although strategies, system model design and selection shall be also recommended by the contractor as part of the 'final version of the proposal of i-FRAME (V2.0) as a computer-based simulation model which would encompass all the possible levels of analysis (micro-meso-macro) by using the same structural environment, and allowing to collect data at the relevant level of analysis through the definition of measurable and coherent indicators' (as indicated in Section 5.4, task 4.
