ANNEX 5 - DECLARATION ON HONOUR ON EXCLUSION CRITERIA AND SELECTION CRITERIA : filling in the selection criteria table
I have two questions on how to fill in the table of selection criteria of the Declaration of Honour. 1) Can you confirm that the selection criteria indicated in the tender specifications should be fulfilled by the consortium as a whole (tenderers in case of joint tender or lead tenderer and subcontractor together), and not by each single tenderer? 2) If criteria should be fulfilled by the consortium together, could an entity of the joint tender or the sub-contractor select the option "NO" for one or more criteria indicated in the table of selection criteria of the declaration of honour (by assuring that the other entity of the tender select YES)?

It is the combined capacity of the entities participating in the contract that is taken into consideration so All members do not have to have to meet All requirements. We confirm that in the case of a joint tender, tenderers can partially contribute in order to meet the requirements of the selection criteria for the consortium as a whole. In such a case, tenderers other than the lead tenderer can leave the boxes blank for selection criteria in Annex 5 but should sign and date the declaration which covers both exclusion and selection criteria. It is up to the lead tenderer to indicate that the offer is compliant with the selection criteria in the Annex 5 declaration.
