Information on Tendering-Participation
Geographical scope is mentioned as "the services will cover all the regions of the 28 EU Member States...". Besides, regarding the participation, participating countries are not defined clearly. In this case, firstly, can Turkey be a tenderer? Then, is Turkey in the geographical scope?

Tenderers from Turkey ARE eligible. Regarding the geographical scope: according to section 1.4.2 "The services to be delivered will cover all regions of the 28 EU Member States for which there are national and/or regional strategies for smart specialisation". Hence, Turkey will not be covered by the services provided
