Please clarify from what countries bidders may participate in this tender. Is it allowed for countries, which are not included to European Union, to implement this project?

The tenderers domiciled in the European Union and European Economic Area are eligible. However, tenderers are free to choose their subcontractors from both eligible and non-eligible countries. Thus, in principle all economic operators can act as subcontractors of eligible tenderers.
