What details are we expected to provide about cross-border dimension of undeclared work (section 4.3)? Volume? Volume per both origin and destination?

All tenders will be evaluated on the basis of the award criteria listed under section 10. The bidders' interpretation of the requirements of the tender will shape their respective tenders, including the demonstration of the relevance of tenders, the quality of the proposed work plan and methodology and the appropriateness and plausibility of staff allocation in terms of composition, management, appropriateness of task distribution and quality control measures. Any further guidance/information on how to interpret or weight this or similar requirements of the tender has the potential to limit the frame for potential bidders to present a meaningful, distinctive high-quality bid.
