Could we assume that the page limitation of 25 pages for the answer to the scenarios do not include a cover page and the table of contents?

Tender Specifications, Annex 12 "Technical Evaluation Essays/scenarios", Lots 02 and 03. We clarify that we will not count the cover page and the table of contents in the 25 A4 pages limit.
