Are we allowed to provide more than three references? And if we are, do all of them have to be confirmed?

Yes, more then three references may be provided. At least three of the references must meet the conditions specified in point III.4.3.(c) of the Specifications : "Three confirmed references for successful projects completed by the Tenderer in the most recent 3 years for implementation of SP solutions for at least 100 users each".
