Question	4.3.2 Technical and Professional capacity criteria referring to Project team in Tender specifications you find at point b "the project team should have knowledge of at least 18 official EU languages as an independent user" My question is must or should? The staff with French and English user is enough? Other languages are maybe part of the quality evaluation?
