Regarding the hypothetical cases for lots 1, 2 and 3, - do you want us to present a full-fledge IA (all the steps foreseen) or to focus on a specific step according to our interpretation? - do you want us to remain vague in our approach of the scope (for instance lot 3: a group of products) or to be more precise and define precisely, as an example, the products our study will focus on?

As stipulated in the tender specifications under 1.1.1.5 "Presentation of a hypothetical case study" (p. 12), the tenderers should present the measures they intend to take to ensure that the study meets the Commission's Impact Assessment Guidelines. For the hypothetical case for Lot 3 (p. 13), the tender specifications clearly describe what the hypothetical bid should explain and describe in particular, but this is not an exhaustive list. The tender specifications do not require to name a group of products, but do not forbid it either.
