“Tender Specification” (Page 19 - point 3.1-Participation) - Eligibility of partners
Referring to “Tender Specifications” (Page 19 - point 3.1 - Participation), namely: “States covered by the Public Procurement Agreement concluded within the World Trade Organisation are not eligible to participate in this call for tenders as the EU Executive Agencies are not signatories of the Agreement”, can you kindly clarify if Institutions from Ukraine and Georgia can be partners in the tender? Or can they participate as subcontractors?

Institutions from Ukraine and Georgia are not eligible as lead contractor and/or partners in this tender. The tender specifications document does not indicate any restriction on the nationality of subcontractors
