Dear Sir, Dear Madam, The request for data to be gathered in each Member State is very ambitious, notably concerning quantitative data. Several pieces of data are simply not available according to our experience. The specifications stipulate: "In proposing the methodology, the contractor should identify possible difficulties (as for example, but not only, difficulties in collecting data) and propose ways to deal with them in case these would appear." A way of filling gaps is expert assessment but it will not fill all gaps. Is it acceptable when data do not exist and estimations are not possible that the contractor reports only partial information? In this case, we understand that the contractor will have to duly justisfy these gaps. Thank you very much in advance for your reply. Best regards, [...]

Dear Sir, Thank you for your interest in the procurement procedures of the European Commission. The tender specifications indeed request collecting quantitative data from all EU Member States. The tenderer is requested to undertake all efforts to collect a maximum of data from a maximum of Member States, in so far data are available. Should there be no data available, the tenderer is expected to provide indeed an estimate, based on an expert opinion or a driver-based extrapolation. In case this would not be feasible, the tenderer should indeed thoroughly explain why there are remaining data gaps. We request you to indicate, in the technical offer, how many Member States you would be able to cover, indicating the Member States you intend to cover, making a distinction between those Member States where you consider data would be available and those covered with estimates.
