p.15 - FWC : II.6.3
Quoting from the FWC //The contractor is liable for any loss or damage caused to the contracting authority during or as a consequence of implementation of the FWC, including in the event of subcontracting, but only up to an amount not exceeding three times the total amount of the relevant specific contract. However, if the damage or loss is caused by the gross negligence or wilful misconduct of the contractor or of its personnel or subcontractors, the contractor is liable for the whole amount of the damage or loss.// ð AC : What is the “relevant specific contract” covering ? Is it a unique set of shipments during the operation or is it the 4-year overall activity (4 x 20 million euros)?

The "relevant specific contract" corresponds to a unique set of shipments corresponding to a specific request. As an example, after a flood in Pakistan, we may ask to ship blankets from Sweden. the "relevant specific contract will cover all activities needed to ship those goods from their origin location to their distribution location (repackaging, road transport to the airport, air shipment, customs formalities, temporary warehousing and final road transport to the destination) as stipulated in the request for service. The estimated amount of the Framework contract is 20 million over 4 years, not 4 times 20 million.
