Product scope
Will Annex 1 on product codes be used as in the original EC regulation, or will one of the other draft versions discussed since be used? All versions of Annex 1 include downstream products (to which the regulation applies upstream requirements), but the later versions contain even more downstream products than the original. Question: please clarify.

Although the final product scope remains subject to the final legal text, a number of metals (i.e. downstream products) have been added to Annex I including tin oxides, hydroxides and chlorides; tungstates; tantalates; and ferrotungsten and ferro-silico-tungsten.
