Clarification on administrative documents

Dear Sir/Madam, a member of our consortium is in the process of relocating from a non-EU country to an EU Member State. However, so far they don’t have the track records of the new company (balance sheets, etc.). We would like to know from you whether it is preferable to: (i) Give you the last two audited accounts for the company registered in the non-EU country (ii) Or send you the official document for the new company established in the EU, and attach the account of the mother parent company outside the the EU.

We would like to emphasize that in order to be able to submit a tender (individually or as a part of a joint tender) the company must be established in the EU or have an access to procurement procedures, launched by the Commission, via Agreement on Government Procurement (https://e-gpa.wto.org/en/Agreement/Latest) at the moment you are submitting a tender (this is not a requirement for subcontractors). Could you please clarify whether the company registered in the non-EU country is registered in a country part of the GPA agreement?
