Point 2 of Part 1 – Technical description, states that “At the time of the service request and in function of the number of proposals received, the actual division of workload per category of staff, as well as the total number of man-days per category may differ from the model in Annex 2. At the same time Annex 2 states that “When receiving a "Request for Service" for a specific assignment, the contractor shall propose in his offer, the total number of man-days per category of staff he deems necessary to fulfil the given specifications, based on the workload matrix below (see also 2.4), which then has to be submitted to the Commission for approval.“ Our comment is that if the total number is based on the matrix with fixed formulas, there is no possibility for the Contractor to propose a different workload for each category. Please clarify

Indeed, rather than 'propose', the word 'specify" would have been more appropiate, as the workload for each role, each phase has been fixed. The total workload is then dependent on the total amount of proposals.
