How should we put the envelopes?

According to Invitation to Tender paragraph 4 – concerning formal submission it is stated that “one signed original and two copies of your tender must be placed inside two sealed envelopes (one inside the other)”: - Are the original and copies Financial Offer, Administrative offer and Technical offer to be included in ONE (inner) envelope and then reinforce it with a SECOND (outer) envelope bearing the same markings (e.g. “INVITATION TO TENDER- NOT TO BE OPENED BY THE INTERNAL MAIL DEPARTMENT” or shall the Financial Offer be in a separate envelope?

We do not ask you to seperate the financial offer from the administrative or technical part. There is no need for seperate envelopes for these 3 parts. It depends on the size of the offer - If it is small you can put the original plus 2 copies in the double wrapped envelope but if it is big or bulky you may choose to put the orignal in one envelope and the copies in another. We don't mind how you present the parts but it is important to double wrap it and clearly label the outer envelope or box with the tender reference number, your company name and a clear dispatch date.
