In the standard reply form "Reference to Similar Contracts" there is a section that requires the "Name, Stamp and Signature." For the initial submission is the stamp and signature a requirement for consideration?

The list and certificates are a mandatory requirement. In order to assert the satisfaction of the clients, the certificates ought to be signed and stamped so as to authenticate them and thus confirm the capacity of the tenderer. However, the document in the standard reply form is simply a model, and other types of certificates are also acceptable if they contain similar information.
