For selection criterion 2 (p.28-29 of the tender specifications), it is indicated that the research director, deputy research director and researchers must have a university level education as evidenced by a degree. By university level education, does it refer solely to be graduated from university? Or are any higher education completed in a high school (not university) filling also this requirement?

By "university level education", we mean higher education or post-secondary education or third level education, i.e. a formal learning that occurs after secondary education.
