Question
From the elaboration of the handbook and its update in 2014: Is there any background material (e.g. data bases, detailed technical resports) available that goes beyond to what is publicly accessible (i.e. the public reports), and will the Commission provide access to this material?

The tender specifications already indicate additional material that will be made available (pp.9, 10). Other specific studies are in the pipeline whose results will be shared with the successful consultant if relevant. For example, there will be a targeted study "Assessment of infrastructure costs calculation, tolls calculation and variation for heavy goods vehicles in Member States" available. Please see also pt. 2.5 'Input by the Contracting Authority".
