The proposal must include "CVs of a pool of prospective writers and editors for the newsletter..." Are these writers and editors considered subcontractors (and thereby required to provide the documentation requested of all subcontractors)?

Any external advice sought from experts is considered subcontracting. If the writers/editors are from within your company then they are not subcontractors but if they are freelance or outside of your company then they are considered as subcontractors and should provide the relevant documentation.
