Price schedule – formula for grand total
Ref. to the Price Schedule: can you please confirm that the formula used to calculate ”Grand total = Reference Price” is correct ? We refer specifically to the fact that the formula gives equal weight to the Subtotal section "Unit prices per profile" and to the Subtotal section "Fixed Price Services". We believe that the section "Unit prices per profile” uses weights which are not actual efforts. The total of the weights is 661, whereas the estimated man-days per year is 24780 (EN-7-Annex VII - Background information.pdf, last page for the effort estimations, last page). In the same time, the weights used in the section "Fixed Price Services" seem to match exactly the estimated quantities per year (e.g. the weight for ”Provision of on-call services for one calendar week” is 52, exactly the number of weeks per year). We would like to note that the weight between items should be proportionate to the estimated quantities, otherwise the total evaluated Reference Price will not allow for a correct comparison of the offers and might distort the competition. As an example, a tenderer might artificially increase some prices and reduce others so that the evaluated price becomes artificially low, and not corresponding to the actual reality. Thank you.
