Can a subcontractor participate in several different lots?

Dear Sir or Madam, We are interested in participating as a subcontractor providing English language support services. As our expertise is relevant to several countries, we would like to participate in several joint tenders as a subcontractor. So long as we are only present as a subcontractor in one bid per country (i.e. we do not participate in any joint tenders or groupings which are in competition with each other for a contract in any given country), is this permissible? Were we to win, I would anticipate that our share of the contract value would be below 5% of the total.

Tenderers are free to engage subcontractors as they see fit. A subcontractor may appear in several tenders including those related to the same lot (i.e. country on this occasion). The share of potential subcontracting is not relevant on this occasion.
