Requirement 5.6 - Certificates level
In the Tender Specifications, requirement 5.6 reads "Advanced or Qualified (eIDAS level 2 to 3) electronic certificate with virtual smartcard" Does "“level 2 to 3” refer to a level of assurance for “Identity proofing and verification (natural person)” described in the Commission Imlementing Regulation (EU) 2015/1502 section 2.1.2 ? If not, could you please explicit how "level 2 to 3" should be interpreted?

-Level 2 makes reference to the "advanced electronic signature" as defined in the EU regulation 910/2014 and the "substantial" level in 1502/2015 -Level 3 makes reference to the "qualified electronic signature" defined in the EU regulation 910/2014 and "high" level in 1502/2015
