To our understanding the core team can include experts who are not in-house / permanent staff of the Consorium members (and their subcontractors). Please confirm if this is correct.

The selection criteria relating to the team delivering the service are described in section 3.6.B. of the tender specifications. There is no requirement for the experts to be in-house / permanent staff of the Consortium members.
