Mobilisation of experts in third countries
In page 24 of the tender specifications the following is mentioned "Tenderers will also briefly describe their approach in developing a network and mobilising experts in third countries". Could you kindly indicate which third countries are targeted (Western Balkans, Mediterranean Partner Countries, eastern Europe) ?
