Section 2, 2.3 Tasks and expected results.
Under Task 2: refinement of the methodology, you state you would like focus groups. 1) Are you open to other approaches instead of focus groups with some of these audiences - as groups with diverse and senior business stakeholders may not be the optimum way to achieve their participation. Would we be compliant with the tender if we suggested alternative mechanisms e.g. depth interviews? 2) The “social network platform set up and run by Eurostat”; does this relate to an existing platform? If so which? Or would you be setting it up directly for this research project? If so, would you be interested in us costing for setting up and running such a platform as we have a proprietary community approach used by clients? 3) In terms of participants, please tell us more about where you envisage them coming from. Would you recruit all participants to take part in the platform, and manage their participation? Do you envisage participants from the rest of the study taking part? If not, where will participants come from? What rough numbers are you thinking of? Or would participant recruitment, involvement, maintaining their interest and incentivising participation fall to the contractor? 4) How long would you envisage the social network platform being active?

1) Both focus groups and in-depth interviews are clearly requested, as specified under task 3. For those there is no alternative. In parallel, the tenderer is asked to define an approach to identify the perception by the general public, also non-users, of official statistics. 2) Eurostat is currently present on Twitter and Facebook platforms and is expected to launch a forum function on its website in the autumn. The tenderer is asked to define an approach to identify the perception by the general public, also non-users, of official statistics, it can include platforms. 3) If the platform is one already used by Eurostat, there is no request that the contractor recruits all participants, by definition. However, the tenderer may include actions to bring in new participants or incentivising participation in polls. 4) The question is irrelevant for a platform managed by Eurostat, which will be available during the execution of the contract.
