Subcontracting
Is there any limit for subcontracting with regard a) to the number of subcontractors and b) the percentage of the subcontracted budget in total? Do subcontractors need to provide a) a legal entity form + supporting documents b) proof of their economic and financial capacity (Annex VI simplified balance sheet) c) an administrative information form (Annex I)

There is no definite limit to the number subcontractors or the total percentage of subcontracting. Each tender will be assessed on its own advantages and merits. Subcontractors must provide Annex 5, Declaration of Honour with respect to the Exclusion criteria and absence of conflict of interest, when the intended share of the contract is equal to or above 20% of the contract value. For the other documents the specifications state that subcontractors must provide all the supporting documents in relation to exclusion and selection criteria if and when requested.
