Question
In your answer to question 2 you mentioned that 'Additionally for Criteria B the tenderer will provide – separately as an enclosure - full CVs of the proposed team.'. In the financial offer (Annex 7), you ask for Senior Consultant and Junior Consultant profiles. These profiles will be included as part of our core team in addition to a project manager and experts. Should we thus also provide their Europass CV as part of the technical capacity section?

Section 4.3.4 of the tender specifications sets out the following:" The team delivering the service must include, as a minimum, the following profiles (…): Evidence will consist in CVs of the team responsible to deliver the service. Each CV should indicate the intended function in the delivery of the service." These minimum profiles are defined in the relevant table on page 31 of the Tender Specifications. The financial offer in Annex 7 is a generic template that may be modified so as to reflect the tenderer's offer. Annex 7 lists both core team members and other staff (such as administrative support). The first footnote in Annex 7 says"The titles and staff positions are indicative and tenderers can propose other staff positions or use different titles for the positions respecting, however, the requirements of section 3.3.4/4.3.4 (Technical capacity) of the tender specifications". Thus, for example the tenderer may propose for workpackages only a Project manager, experts or quality control managers and support staff etc. without junior or senior consultants. However, for each member of the proposed core team the tenderer will need to provide a CV containing the requested information (see page 31 of the Tender Specifications). Consequently if junior/senior consultants are part of the core team, their CV will need to be enclosed.
