Question
We would like to clarify what is understood as attribution and contribution and what are the indicators aiming for. Attribution is when a change is solely due to the project. Contribution is when the project’s influence is one of the factors that contribute to the change. In the Annex, Indicator 11 - Impact on health and welfare, you ask to isolate the “treatment effect”, therefore looking for attribution. Nevertheless, afterwards you talk about contribution to public health, life expectancy, prevention of illness, etc. We understand that “attribution” will rarely be achieved by one single project for impact indicators and therefore we will be looking at “contribution” impacts. We would like to confirm that this is the case and that the indicator is just devoted is merely to link the project to the contribution measured.
